Just two days after promoting a new police superintendent from within the Chicago Police Department, Mayor Rahm Emanuel is set to appoint Alicia Tate-Nadeau, a high-ranking official in the Illinois National Guard, as the new head of the Office of Emergency Management and Communications (OEMC).

Tate-Nadeau will take over from Gary Schenkel, who has led OEMC since shortly after Emanuel became mayor. The agency is responsible for managing 911 dispatches and coordinating emergency responses during major events such as severe weather or large public gatherings like the NATO summit.

The Emanuel administration stated that Schenkel, a former U.S. Marine, chose to retire. His departure comes just three months after a tragic incident at the 911 center, where two call takers failed to send police to a West Side home where Quintonio LeGrier had urgently called for help, claiming someone was threatening his life. When LeGrier called again, officers were sent, but one of them fatally shot 19-year-old Bettie Jones, a college student and neighbor.

Following this, both 911 dispatchers involved were suspended without pay. The FBI is now investigating the late December shooting, and recent police reports obtained by the Tribune reveal that the officer who shot LeGrier did not initially inform investigators that the teen had swung a baseball bat at his head.

In a statement, Mayor Emanuel praised Tate-Nadeau’s experience, noting that she possesses the necessary skills to manage complex public safety operations. As an assistant adjutant general of the Illinois National Guard and deputy commanding general of the Army National Guard in Fort Leonard Wood, Missouri, she brings a wealth of leadership and crisis management expertise.

Tate-Nadeau has extensive international experience, including serving in Israel from 2011 to 2014, where she coordinated emergency management exercises with global partners. She also served in Iraq in 2005 and 2006. Last year, she made history as the first woman promoted to the rank of brigadier general in the Illinois National Guard.

Additionally, she is currently working with the Federal Emergency Management Agency (FEMA) on the Flint, Michigan water crisis. Having lived in Illinois for over 15 years, Tate-Nadeau grew up on the outskirts of Oklahoma City, bringing both a national and local perspective to her new role.
