IV. Approval requirements 1. 2. Approval authority: Anyone who applies for mining gold minerals in accordance with one of the following provisions shall report to the Gold Economic Administration of the State Economic and Trade Commission for approval. ( 1 ) Applying for the mining of gold minerals, the production scale of rock gold is above 100 tons / day (including 100 tons / day), and the production scale of gold is more than 800,000 cubic meters per year (including 800,000 cubic meters per year). ( 2 ) Foreign investment in mining. If the application for mining gold minerals is outside the above-mentioned provisions, the gold administration of the State Economic and Trade Commission shall entrust the gold management departments of the provinces (autonomous regions and municipalities) to examine and approve them, and report them to the Gold Economic Administration of the State Economic and Trade Commission for the record.
3. Determination of the validity period of the "Golden Minerals Approval". Rock gold mine: the maximum effective period of construction scale greater than or equal to 500 tons / day is 15 years; the maximum effective period of construction scale is 500 tons / day for 10 years; the maximum effective period of construction scale of 100 tons / day is 5 years; The maximum validity period of 50 tons / day or less is 3 years. The heap leaching process mine determines the effective life according to the above scale. Gold mine: The maximum effective period of construction is more than 800,000 cubic meters per year for 10 years; the maximum construction period is less than 800,000 cubic meters per year for a maximum period of 5 years. If the expiration of the period of validity is necessary and the mining needs to continue, the deferred mining formalities shall be handled by the gold management department according to the scale before the expiration of 30 days.
4. The gold management departments at all levels should strengthen the study of laws and regulations, effectively strengthen cooperation with the land and resources management departments, and conscientiously perform industry management duties. In the work of the "Approval of Mining Gold Minerals", the procedures for special personnel review, collective review, and leadership approval shall be implemented.

   V. Cancellation and revocation of the "Approval of Mining Gold Minerals"
1. Cancellation: ( 1 ) If the mine is closed or closed during the validity period of the "Mineral Minerals Approval" or the expiration of the validity period, the gold mining enterprise shall, within 30 days from the date of decision to suspend or close the mine, propose to the original approval authority to close and close. The mine application shall be submitted to the “Approval of Mining Gold Minerals” after approval by the original issuing authority. ( 2 ) When the gold resources of the mining are exhausted, the gold mining enterprise shall promptly apply to the original approval authority for the closed pit and submit the closed pit report approved by the relevant department. 2. For the gold mining enterprises that have one of the following conditions, the original issuing authority has the right to revoke its “Approval of Mining Gold Minerals”. ( 1 ) Exceeding the approved mining scope of the planned mine; ( 2 ) not accepting the annual inspection of the gold management department in accordance with relevant regulations; ( 3 ) failing to pass the annual inspection or falsifying; ( 4 ) selling, renting or transferring gold mineral resources without authorization.

   6. "Application for Mining Gold Minerals" and "Approval for Mining Gold Minerals"
It is uniformly printed by the Gold Administration of the State Economic and Trade Commission, and it is strictly forbidden to forge, alter, rent, lend or transfer.
