This "commitment" immediately attracted many social gas station operators and one after another paid for Wu Tao oil. In April of this year, Wu Tao was detained and arrested by public security agencies in Wuhan because he owed more than 10 million diesel oil operators more than 10 million yuan in oil.
Until the 13th, these deceived people are still running around, hoping to recover the oil.
He owes me more than 9 million to buy oil
“Wu Tao owes me more than 9 million yuan to buy oil.” On the 13th, Xie Xiaodong, who runs a diesel purchase and sales in Xinzhou, told reporters.
Xie Xiaodong introduced the acquaintance of the two to the reporter: In 2006, the diesel supply and demand on the market was tight. Social gas station operators and bottom oil vendors face serious operational difficulties and are looking for low-cost oil sources. At that time, Wu Tao suddenly found him and claimed to be "a vice president of a fuel company." A batch of low-priced No. 0 diesel oil was eagerly sold. The price per ton was less than 100 yuan less than the listed price of the oil company at that time. However, the condition is that "it is necessary to import diesel money into his personal account before the 25th of each month, and you can get a diesel bill of lading at the beginning of next month."
In February 2006, Xie Xiaodong tried to purchase dozens of tons of diesel from him. In March, he mentioned a sufficient amount of diesel oil from Sinopec's Yangluo depot. Subsequently, Xie Xiaodong’s oil purchases from Wu Taohui gradually increased, and Wu Tao was able to provide bills of lading as agreed.
It was not until October 2007 that Wu Tao could not give a full amount of fuel bills and arrears. At the end of the month, both parties verbally traded again, and Xie Xiaodong remitted another sum of oil. When Wu Tao asked for oil at the beginning of November, Wu Tao only honored a little, "then it disappeared."
The oil trafficking network is shaped like a pyramid scheme
“At that time, Wu Tao could still get the bill of lading, even if the petrol stations directly under the petrol station could not guarantee the supply of diesel fuel.” A number of fraudsters told reporters that Wu Tao had a resounding name in the oil trade circle in Wuhan — - Prince of Petroleum.
A deceived person recalled that at the end of August 2006, it was the long queue outside the gas station and the money could not buy diesel. He remitted 700 tons of diesel oil to Wu Tao. In early September, he got a diesel bill of lading from Wu Tao. When he took the bill of lading to the Yangzhou Yangluo oil depot, he was informed by the depot staff that the oil depot was temporarily out of oil.
He immediately notified Wu Tao of the situation on the phone. Only 10 minutes later, Wu Tao called back: “Immediately changed to the Sinopec Wuhan oil depot in Dan pool to mention.” This oil dealer is doubtful to open the oil tanker to the Wuhan oil depot, it really proposed a hundred tons of diesel.
The reporter visited and learned that Wu Tao weaved a "pyramid"-style oil trafficking network.
The six first-line oil dealers directly contacted by Wu Tao were able to extract low-priced diesel from the oil depot. Hundreds of diesel operators bought diesel fuel from first-line oil dealers to become second-tier or third-tier. This oil purchase network is similar in form to a pyramid scheme that is banned by the state.
"Oil Prince" Purchases Multiple Properties
In April this year, four deceived persons such as Xie Xiaodong reported to the police. In May, Wu Tao was arrested by prosecutors after being detained for nearly a month for alleged economic fraud.
The police investigation revealed that Wu Tao had more than ten bank cards for oil transactions. One of the cards had an inflow and outflow of RMB 200 million within two years. The police also found that Wu Tao purchased several properties in Beijing and Wuhan. Due to the suspicion that these properties were purchased by Wu Tao’s misappropriation of oil funds, the police have frozen these assets.
On the afternoon of August 6, the reporter met with Wu Tao’s wife Zhao Yuan in Tianyuan Law Firm. Zhao Yuan had previously worked as a staff member of the Wuhan Logistics Distribution Department of Sinopec Hubei Petroleum Branch and has now been transferred from his original position. In April this year, Zhao Yuan and Wu Tao had also been investigated by the police. The police investigated some of the circumstances and the reporter got confirmation from Zhao Yuan. "While the diesel oil is tense, why can Wu Tao raise oil from the oil company?" "Wu Tao's wife, Zhao Yuan, is an internal employee. Is there any illegal participation in the oil trafficking process?" Many deceived people have doubts.
In this regard, Director Chen Chaohan of the Operation and Management Division of the Hubei Petroleum Branch of Sinopec Corp. said in an interview with reporters that Wu Tao is not an employee of Sinopec, and the company is merely a buying relationship.
