The Korean government recently announced the “Development Plan for Marine Engineering Equipment Industry”. However, the South Korean Ministry of Knowledge and Economy also pointed out that there are still two problems in the manufacture of marine engineering equipment by Korean companies: First, the national productivity of equipment parts is low, and it is still at the level of 20%; second, the ability to build offshore platforms is strong. However, there is still a gap in deep seabed operations equipment.

In this plan, the Korean government has set a goal for the offshore engineering equipment industry for 2020: While making equipment orders worth 80 billion U.S. dollars, it will substantially increase the domestic implementation rate of manufacturing links and the proportion of domestically produced components. To this end, the Korean government has formulated four measures: The first is to increase the competitiveness of domestic components. 100 strategic parts and components projects were selected, and major domestic companies and small and medium-sized enterprises were organized to cooperate in technological breakthroughs and the developed parts were first used in equipment ordered by domestic energy companies. The second is to strengthen the training of specialized personnel and consolidate the manufacturing power of marine equipment. Support the transfer of design talents from the existing shipbuilding sector to the ocean engineering equipment manufacturing industry. The third is to improve the overall strength of marine engineering equipment. We will make full use of the submarine oil and gas mining areas that South Korean companies have acquired abroad and put South Korea's independently developed technologies and equipment into use to improve the overall capabilities from technology development to project implementation. The fourth is to create a basic environment conducive to the development of marine engineering equipment industry. Including designated functional areas of marine equipment industry in coastal areas, an industrial chain with division of labor and cooperation has been established, and small and medium-sized shipbuilding enterprises have been encouraged to enter the industrial chain.
