Increasing the proportion of diesel passenger cars to 30% by 2020 will save 28.37 million tons of crude oil

The research report of the Ministry of Industry of the Development Research Center of the State Council called for the use of modern diesel technology. Diesel fuel consumption is 30% lower than that of gasoline vehicles. If the diesel vehicles are vigorously promoted, China's dependence on oil imports will be reduced by 10% in 2020. The report pointed out that China’s diesel vehicles account for 23.7% of car ownership, but the proportion of cars is only 0.2%. It is estimated that by 2020, China’s car ownership will reach 130 million, if the proportion of diesel passenger vehicles reaches At 30%, then, 28.37 million tons of crude oil can be saved and nearly 42 million tons of carbon dioxide emissions can be reduced.

Sinopec’s position on the forum is ready to launch clean diesel at any time, but it needs a clear policy orientation.

More strikingly, this forum has a semi-official color. About 100 officials from various departments of the Chinese government attended the meeting. Peng Deyuan, President of Bosch (China) Investment Co., Ltd., reminded the media: “This forum was held at the Diaoyutai State Guesthouse!” According to him, the forum was initiated by the State Council Development Research Center in early 2005, and another sponsor is Sinopec.

The research report of the Ministry of Industry of the Development Research Center of the State Council provides four suggestions for popularizing and promoting diesel vehicles in China.

First of all, in the "Eleventh Five-Year Plan" automobile industry planning, it should be explicitly proposed to encourage the development of advanced diesel vehicles. At present, many companies in China have the ability to produce advanced diesel engines, but wait and see due to uncertain policies.

The second is to improve taxation methods. In particular, fuel tax should be implemented as soon as possible to encourage the purchase of advanced diesel vehicles that are fuel-efficient. The vehicle purchase tax and consumption tax measures should be further reformed, and the tax rate should be determined based on fuel efficiency, that is, “high efficiency, low tax, and low efficiency and high tax”.

The third is to improve the quality of diesel fuel. At present, the sulphur content of diesel oil in our country is too high. Except in some regions, the sulphur content of diesel oil is 800 PPM, while in Europe and other countries, the sulphur content of diesel oil is only 50 PPM. It is reported that Sinopec has stated on the forum that Sinopec is ready and can launch clean diesel at any time, but it should have a clear policy orientation. According to the current situation, if the quality of China's diesel fuel is increased to Euro 3 and Euro 4 standards, the cost per ton of oil will increase by 60 yuan and 100 yuan respectively. The state should introduce policies to encourage investment in clean diesel production.

The fourth should enhance the innovative capabilities of advanced diesel technology. At present, there are seven major diesel engine manufacturers in China. The production concentration is 92%. Most of them have intellectual property rights. Some companies can already produce diesel engines for commercial vehicles that meet Euro 3 standards. The diesel engine industry has an independent research and development base that is better than gasoline engines.

At the press conference after the forum, Bosch also announced that it has jointly developed with Wuxi Weifu Group and successfully launched the first heavy-duty diesel engine domestically developed and equipped with the Bosch common rail system. The diesel engine complies with Euro 3 emission standards and can be upgraded to meet Euro 4 and Euro 5 standards including low fuel consumption and low noise standards.

Countries began to encourage the development of advanced diesel vehicles

Advanced diesel vehicles have a 30% lower fuel consumption and a 25% reduction in carbon dioxide emissions compared to gasoline vehicles, and they have low-speed, high-torque characteristics. Today's exhaust emissions from diesel engines have been reduced by more than 90% compared to the early 1990s, particulate emissions have been reduced by 91%, and hydrocarbons and nitrogen and nitrogen compounds have been reduced by 95%.

At present, the dieselization trend of passenger cars in Europe is very obvious. In 2004, the proportion of diesel vehicles in the EU's new passenger vehicles exceeded 50%. Although the proportion of diesel vehicles in the United States is not high, it has also increased by 56% in the past five years. Foreign agencies predict that in the 15 years from 2001 to 2014, global auto sales will increase by 39%, of which gasoline vehicles will increase by 23% and diesel vehicles will increase by 97%!

The U.S. government changed its vague attitude toward diesel technology last year. President Bush said that if the proportion of U.S. diesel cars is raised to 20%, it can save 300,000 barrels of crude oil per day. From the beginning of this year to 2010, consumers in the United States can purchase up to 3,400 U.S. dollars in taxes and enjoy the same policy preferences as hybrid cars. South Korea also encourages diesel vehicles through price levers. In South Korea, diesel prices are equivalent to only 75% of gasoline prices. Although diesel vehicles are 10% to 15% more expensive than gasoline vehicles, diesel vehicles are currently in the starting stages due to low operating costs. It has achieved rapid development.
