**Hanoi, September 28, 2017**
— The Building Information Modeling (BIM) Steering Committee under the Ministry of Construction (MOC) in Vietnam and global tech leader Autodesk have joined forces through a Memorandum of Understanding (MoU). Their collaboration aims to push forward Vietnam's ambitious goal of implementing nationwide BIM guidelines by 2021.
The Institute of Construction Economics (ICE), which serves as the standing agency of the BIM Steering Committee, has sought Autodesk’s expertise to boost awareness and practical application of BIM within construction and facility management activities. This initiative aligns with the Prime Minister’s Decision No. 2500/QÄ-TTg, issued on December 22, 2016, and the Ministry of Construction’s subsequent action plan.
Autodesk will offer guidance based on global best practices in BIM implementation while leveraging its extensive experience working with governments worldwide. As the APAC Director of Government Affairs at Autodesk, Daniel Green will join the expert advisory panel to guide the BIM Steering Committee. Under the leadership of Deputy Minister Le Quang Hung, the steering committee includes representatives from key ministries such as the Ministry of Transport, Ministry of Trade and Industry, Ministry of Agriculture and Rural Development, and the Ministry of Planning and Investment.
"Vietnam’s architectural and construction sector will see significant acceleration with the adoption of BIM," noted Daniel Green. "Successful BIM implementation hinges on establishing the right framework, embracing cutting-edge technology, and providing comprehensive training."

### **Phase 1: Awareness and Exploration (2017–2019)**
This phase focuses on understanding the current landscape of construction investments and building management in Vietnam. Temporary BIM guidelines will be formulated for pilot projects to lay the groundwork for future implementation.
Key objectives include developing frameworks and training materials for BIM seminars and workshops to strengthen capabilities among construction firms, project managers, owners, and consultants. Additionally, research will focus on improving regulations related to construction investments, quality assurance, and maintenance according to BIM standards.

### **Phase 2: Pilot Implementation and Evaluation (2018–2020)**
During this phase, temporary BIM guidelines will be applied to at least 20 large-scale construction projects for design, construction, and project management. At least 10 facilities will also adopt BIM for ongoing maintenance. Consulting services will be provided to address challenges faced during BIM integration. Pilot projects will be closely monitored and evaluated to refine the official BIM guidelines.

### **Phase 3: Nationwide Rollout (2021 Onwards)**
Following the evaluation of pilot programs, the Ministry of Construction will issue detailed guidelines to expand BIM usage across all construction and facility management activities nationwide.
